with manuscript "Milford Texas May 31" postmark (pen lines
cancelling stamp)EXTREMELY FINE. A SUPERB EXAMPLE OF THE "SOUTHN.
LETTER UNPAID" MARKING USED TO CANCEL THE UNITED STATES STAMP ON A
COVER ORIGINATING IN TEXAS.By Postmaster General Blair's order of
May 27, mail service to disloyal Southern states was discontinued.
However, northbound mail continued to be sent via Louisville.
Through June 6, northbound mails were forwarded to Louisville from
Memphis or Nashville. From June 7 through 12, only the Nashville
post office forwarded mail to Louisville, and Louisville continued
to forward mail north. With the resignation of W. D. McNish as
Nashville's Federal postmaster on June 12 and the withdrawal of the
U.S. mail agent from this route, the Louisville postmaster, Dr.
John J. Speed, decided to hold the northbound mail received from
Nashville, rather than divert it to the U.S. Dead Letter Office.
However, Federal government postage stamps affixed in the seceded
states were regarded as contraband and were refused as
prepayment.Speed sent a request to Washington D.C. for instructions
on how to handle the mail that was rapidly accumulating. On June
24, Speed was advised to forward letters from the South to the
loyal states after removing postage. With approximately 5,000 such
letters accumulated at Louisville by this date, Postmaster Speed
employed a more practical means of invalidating postage by creating
the "Southn. Letter Unpaid" handstamp.Immediately after receiving
instructions from Washington to forward mail, the Louisville post
office began marking letters. Some of these have circular
datestamps. The first group of mail to be released with the
"Southn. Letter Unpaid" marking was actually the mail received at
Louisville by private express between June 17 and 25. This group
was released on June 25, but none of these letters were postmarked
with the Louisville datestamp. The most common Louisville dates are
June 27, 28 and 29. This is the only recorded "Southn. Letter
Unpaid" cover with the June 30 datestamp.There are 31 “Southn.
Letter Unpaid” covers recorded in the CWPS census. Only two covers
originate from Texas—the cover offered here and the cover from
McKinney in the Smithsonian National Postal Museum (ex Jefferys).
17 of the 31 covers have a 3c U.S. adhesive stamp used to pay the
domestic rate. Both covers from Texas have the same early origin
date—May 31, 1861—and since they were mailed on the last day Texas
post offices were part of the U.S. postal system, Confederate
