This value was adopted to serve postal duty and to replace the 2sh6p Inland Revenue embossed stamp, hence the "Postage & Revenue" legend. No essays were created for this value, as it was hastily executed by adapting a 3sh essay. It shows the tightly spaced wording, and the "2/6" looks more like a fraction than a shilling value. 1840: Perkins Bacon engine-turned background Trial finally selected
in 1840 for the Line Engraved 1 d. and 2 d. adhesive stamps, plate
proof impression in black on India paper (143 x 225 mm). Originally
designed for a central band for a specimen banknote Perkins Bacon
had submitted to the Bank of England (circa 1822) with a view to
obtaining the contract for printing the bank notes. This is the
Proof printing actually illustrated in the Stanley Gibbons
Specialised catalogue, November 2020, on page 60 Gi DP9a = £
30'000. Note: The original 19th. century proof printings exist with
various engraved markings outside the double frame line at top left
(or bottom right): 'Page 123‘, '3‘ or without engraving. The
earliest proof printings submitted to the Bank of England were
without an engraved note. The proof printings with 'Page 123‘ (as
offered here) is the 1827 published in London example from
Transaction of the society for the encouragement of Arts,
Manufactures and Commerce. This state of the printing plate was
also used for the 6th. Edition of Thomas Joplin’s book "An Essay of
the General Principles and Present Practices of banking in England
and Scotland (1826). In later years, the engraving 'Page 123‘ was
removed leaving only the '3‘ (of 123) visible. Thomas Joplin was
was the Chief Officer of the Provincial Bank of Ireland and he
ordered his plates from Perkins, Fairman and Heath (later renamed
Perkins Bacon) beginning in 1820.
1838: James Chalmers Essays, 1890 reprints, "General Postage / NOT

Chalmers, a Dundee bookseller, wrote in a February 10, 1838 letter to the Post Office "that sheets of stamped slips be prepared...then rubbed over the back with a strong solution of gum..." and that "to prevent being used twice, postmasters should put the town stamp across the slips." These reprint essays were discussed in an exchange of letters to the editor of the London Philatelist (October 1917) as having been reproduced from the original strip of essays contained in one of the volumes of Sir Henry Cole left to the Victoria and Albert Museum, and distributed with a special Christmas Supplement of the Stamp Collector`s Monthly

Although obviously more may be extant, in 50 years I have never
seen another. Designs named and attributed to specific students in
the marginal selvedge, these are high quality extraordinary designs
printed upon gummed and perforated stamp paper. We could find
nothing on the internet, maybe you can do better, but we typed
search terms using the specific printed wording above. ALL TWELVE
mentioned sheets are present. Condition is very fine to superb. If
all sheets comprise some 50 perforated stamp units … we're looking
at up to 600 'stamp' designs comprised within the 12 sheets. The
more we think about it … this appears to be an essay to impress by
Walsall Security Printers Limited, cleverly produced in
collaboration with the Royal Mail and the Students of the Royal
College of Art's Graphic Design and Illustration departments
specifically to impress the decision-makers of the Royal Mail to
direct/increase their orders for stamps printed by Walsall. We
found the date 1995 within one of the 12 sheets. Timing would
appear to make sense as Walsall printed more in the ensuing period
for the Royal Mail. Obviously these cannot be unique but how many
were professionally produced to impress and apparently (witness the
Bureau sellotape on the cardboard) the Philatelic Bureau
distributed some(?) but not to collectors, and at £2 per 'stamp' or
less what are these really worth - more ... or less than our
original price-drop start price ? Treat Yourself for you may never
see another. Magnificent. PROVENANCE UPDATE: A UPA Collector client
who saw this lot offered in UPA99 e-mailed to advise
