Non-contract steamship mail had to be paid with 10 cents per 1/2 oz. in the July 1864 rate while the corresponding French rate of January 1870 was 80 centimes per 10 grams. The adhesive not cancelled until on board the ship, a rare cancellation on the Pictorial Issue. Sent with the 'Pereire' of the French Line, leaving New York on 9 July, arriving in Brest on 18 July 1870, three days after the Franco-Prussian War had begun.
