Romanian Post, Treaty with Russia; 1869 (Dec 18): Cover front from
Galati to Taganrog, bearing 1868 Prince Carol 18 bani carmine-rose,
a fine and fresh example with even margins all round, tied by light
GALATI datestamp in black (Kiriac fig. 394), framed "P.P." and
straight-line ISMAIL handstamps alongside. Cover with Romanian
BOLGRAD (Dec 25) and Russian KUBEI (Dec 13) border datestamps and
TAGANROG arrival cds's. Manuscript "13k" (kopeks) due for the
Russian part of the journey on top. One of just three covers
recorded sent under the Romanian / Russian Postal Treaty of
November 1867. Illustrated in Edition d'Or volume 72 on page 119.
Note: A bilateral agreement between Russia and Romania was signed
on November 25, 1867 suspending the operations of the Russian Post
Offices in Romania. A Post Office was opened in the border towns of
Sculeni and Bolgrad / Kuneni which dealt with correspondence
between the two countries. In either case mail had to be prepaid
internally and was then charged the internal Postage Due to be paid
by the recipient.

Bucharest to St. Petersburg, Russia, endorsed "par Vienne", struck
by indistinct 1867 T67 BUCURESCI datestamp (Kiriac figs. 430-433),
framed "P.D:" and bend "Franco" alongside, reverse with oval
Russian Frankirovano in blue and part strike of "S. PETERBURG 30
NOV 18.." arrival cds. Backflap missing, with the April 1869 postal
convention with Austria, mail could also be sent further to Russia
for a total postage fee of 60 bani, a rare destination, illustrated
in Edition d'Or volume 72 on page 136.

safe conduct to a dealer and his four servants, entitled "Order of
his Majesty the Emperor Nicolai Pavlovich, autocrat of all Russia,
and so on, and so on" (Tsar Nicholas I, 1796-1855, tsar from 1825),
given and signed by the Russian Consul in Jassy, Moldova, Imperial
double-headed Eagle at top, consular handstamp at base, Austrian
paper seals and administrative notes on reverse confirmining
passing of the Bukovina military border.
