still mounted on original pages, others on stockpages, includes the
following surcharges 5m on 5t, 10m on 10t, 15m on 5t, 20m on 1t,
10m on 50m, 30m on 3t, and 1t on 2t, collection contains all the
recorded multiples known to Hellrigl which are 15m on 5t unused
pair and used strip of three, 20m on 1t used strip of three, and
30m on 3t used pair, condition can be slightly mixed, a breakdown
of what accompanies this lot can be found online under our
description FINE. THIS IS UNDENIABLY THE LARGEST OFFERING OF THE
1941 PROVISIONAL SURCHARGES OF MONGOLIA EVER TO BE OFFERED. A
REMARKABLE GROUP OF THIS MYSTERIOUS ISSUE WHICH WERE SURCHARGED
OVER THE 1932 PICTORIAL ISSUE. This issue is covered in detail in
Hellrigl's definitive book (p. 264-270). These provisionals were
first described in the 1950s by George Russell where at that time,
very little was known about this issue outside of Mongolia.
Surprisingly, in the last 70 years, little has been accomplished to
further our knowledge of this fascinating issue. It is assumed that
stocks of the lower denominations (5m-30m) were quickly becoming
depleted while stocks of the higher values were still in supply.
Prior stamp issues of Mongolia at this point in time were printed
in Moscow. Bearing in mind the current world affairs in 1941 with
the German invasion of Russia, Mongolia decided to surcharge the
higher denominations stocks than request new printings from Russia.
The combination of a) the small quantity of known examples, b)
their relatively short period of use (around Nov. 1941 to Aug. 1942
based on cancels), c) few known covers (Hellrigl records five), and
d) locally created surcharge -- all create a conundrum of what
genuine examples look like. This offering contains the off-cover
examples illustrated in Hellrigl. This includes the 10m on 50m and
1t on 2t examples which Hellrigl all but concludes are forgeries
(his sound reasoning is described in his book). It is due to the
aforementioned reasons, this lot is being offered on its own
merits. While we no doubt believe there are numerous genuine
examples -- such as those collected by Beckeman, a seasoned and
well-respected collector with extensive knowledge -- we cannot
verify which are genuine versus which are bogus
