has unusually written "paid" at all four corners of the envelope.

RARE EXAMPLE OF A BRITISH ANTI-SLAVERY PROPAGANDA DESIGN USED IN
THE UNITED STATES, AND SENT TO THE SLAVE-OWNING VIRGINIA GOVERNOR
HENRY A. WISE. By 1805 the British Atlantic slave trade was
abolished in Great Britain. In 1834 slavery was abolished in Great
Britain and her colonies. Abolitionists then turned to enforcing
the ban, and also to expanding its reach to other countries that
continued to traffic in slaves. In the 1850s the British
abolitionists started turning more attention to slavery in the
United States. Four designs of anti-slavery propaganda covers were
produced in England, including two by John Marshall of Leeds and
two by James Valentine of Dundee. The other J. Valentine design
shows the propaganda theme on the back of the cover. Very few were
used in the United States. Virginia Governor Henry A. Wise was a
fascinating and often contradictory person and he had a complicated
history with slavery — being both a slave owner and a fierce
defender of the institution — yet opposed to the slave trade,
opposed to the pro-slavery Lecompton Constitution for Kansas
Territory, and after the war rejoicing in slavery's abolition. In
late 1865 he wrote to General Ulysses S. Grant, "The chief
consolation I have in the result of the war is that slavery is
forever abolished, that not only the slaves are in fact, at least
freed from bondage, but that I am freed from them... I unfeignedly
rejoice in the fact, and am reconciled to many of the worst
calamities of the war, because I am now convinced that the war was
a special providence of God, unavoidable by the nation at either
extreme, to tear loose from us a black idol from which we could
never have been separated by any other means than those of fire and
blood, sword and sacrifice." A fervent advocate for Virginia's
secession and a Confederate general during the Civil War, after the
war he became a pro-Grant Republican. The sending of this
propaganda cover to Wise while Governor of Virginia was a
significant statement and is a wonderful historical artifact. Given
