1943 (23.07.) Paris, Frankreich. Brief an einen französischen
Fremdarbeiter (STO) bei der Fp.Nr.22558 = Organisatohn Todt
(OT)-Abschnitts-Bauleitung Trosmö, Norwegen. Durchlauf-Zensur durch
die ABP Paris. Infolge des Krieges benötigte
Deutschland immer mehr ausländische Arbeitskräfte, so auch aus
Frankreich. Ab 1941 wurde daher versucht, französische Arbeitslose
abzuwerben. Anfangs 1942 befanden sich bereits 60'000 Freiwillige
in Deutschland. Als Pierre Laval am 18.
April 1942 die Regierungsgeschäfte übernahm, sah er sich
unverzüglich mit der Forderung des Reiches gegenüber, 350'000
Arbeitskräfte zu stellen. Am 6. Juni 1942 kam es dann zu einem
Kompromiss, gemäss welchem 150'000 Arbeitskräfte gegen 50'000
französische Kriegsgefangene ausgetauscht werden sollten. Trotz
sehr guten Angeboten in Bezug auf Bezahlung und Trennungsprämie
gingen nur 240'000 nach Deutschland. Laval sah sich daher auf Druck
hin verlassen, am 16. Februar 1943 ein Gesetz zu erlassen, welches
für die Jahrgänge 1920 bis 1922 ein obligatorischen Arbeitseinsatz
vorsah, dem SERVICE DE TRAVAIL OBLIGATOIRE STO.
Man schätzt, dass am 30. September 1944 rund 700'000 französische
Arbeitskräfte in Deutschland beschäftigt werden, darunter 40'000
Frauen. Da sich viele weigerten, den STO zu
absolvieren, erhielt die Résistance einen grossen Zuwachs.
